Understanding the CSM Regulation and the risk assessment framework
Ricardo's rail experts are hosting another training course focused on the implementation of the Common Safety Method regulation within the UK rail environment on April 25th-26th 2018. The course will be held in the Derby area.
Since launching in 2012, our CSM on Risk Evaluation and Assessment courses have welcomed over 1,000 attendees from across the UK industry.
Comprised of two one-day units that can be attended together or separately, the course provides engineers, managers and others involved in safety-related projects with a detailed understanding of the regulatory framework, their responsibilities and how they fit within the broader context of Engineering Safety Management principles and best practice.
The course also includes a module describing the specific Network Rail application as detailed in their Level 2 Module NR/L3/RSE/100/02. This module is invaluable to anyone working on projects that are required to be compliant with Network Rail processes, as well as providing a case study of how an organization can apply CSM in practice.
If you are involved with changes to the UK railway, you need to have an understanding of how to manage risks. The European Commission Common Safety Method (CSM) on Risk Evaluation and Assessment Regulation (352/2009 repealed by 402/2013 (as amended 2015/1136)) provides a legal obligation and mandatory framework for the evaluation and assessment of risk associated with engineering, operational and organisational changes to the railway.
The objective of our course programme is to provide delegates with an understanding of the CSM Regulation, the risk assessment framework, and guidance on implementation for engineering changes. In addition, as Network Rail is the largest single practitioner of the CSM in the UK, the course also summarises their specific approach to the application of CSM.
Unit 1 – CSM overview and context
Unit 1 provides an introduction and overview of CSM, including its context within European and UK legislation and the broader aspects of Engineering Safety Management (ESM). On its own, Unit 1 provides an overview of the regulatory framework, European and UK guidance, risk management principles and CSM. It also provides an update on CSM for experienced practitioners who are already familiar with ESM. Unit 1 includes consideration of Network Rail’s specific approach to the application of CSM which serves as an example of how an organisation can apply CSM in practice.
Unit 2 – Implementing explicit risk estimation
Unit 2 is aimed at delegates who have already attended Unit 1, and provides greater detail on implementing risk assessment from first principles within the CSM framework. Comprehensive guidance on implementation is provided throughout and all attendees will have the opportunity to gain hands-on experience of the main techniques involved. This Unit is aimed at those new to risk assessment and also to more experienced practitioners requiring a refresher course on risk assessment within a CSM context.
The course content is supported by a range of documents that will serve as ideal reference material for future use.
Unit 1 delegates will receive a certificate of attendance. Unit 2 includes a multiple choice examination covering both Units 1 and 2, with a certificate issued to delegates who pass the examination. Alternatively, delegates may elect to receive a certificate of attendance.
The interactive course is delivered by experienced CSM practitioners, with lectures interspersed with practical exercises.
Both public and private courses are offered. The public course is scheduled to suit demand, and individual places can be booked by delegates. The private course is offered for a specific client and is typically delivered at their premises.
